Do you mean: Missy?? No but seriously, I LOVE goofy villains like this. They can still be evil and bad, they don’t have to muddle the lines between good and evil, but giving them a goofiness like this really helps lighten the mood of the story and keep things from becoming so insanely DARK all the time. (And often they create fangirls/fanboys that much quicker. Once you have a good backstory for your characters, you need to be able to reveal it to your readers.
